Aileron Helps Pass Illinois’ Clean and Reliable Grid Affordability Act (CRGA)

Aileron was proud to support the Clean Grid Alliance’s work to pass Illinois’ Clean and Reliable Grid Affordability (CRGA) Act. Our team led statewide communications and public affairs, working alongside industry partners, labor, NGOs, environmental groups and consumer advocates to pass this bill on October 30. The legislation is expected to save consumers at least $13 billion in electricity costs over the next 20 years according to an analysis from the Illinois Power Agency. This editorial in the Chicago Tribune helped make the case for the bill.

 

Key provisions of the CRGA include:

 

  • Creates 3 GW of utility-scale BESS procurements in Illinois by 2028, with the first procurement for 1 GW of stand-alone energy storage systems scheduled for August of 2026.

  • Sets statewide siting standards and a uniform method for property tax assessments for energy storage systems, providing clarity and predictability for battery storage developers.

  • Creates an appeal process through the Illinois Commerce Commission (ICC) for projects that meet statewide siting standards but are denied at the local level. This expedited pathway will allow projects to advance rather becoming bogged down in litigation.

  • Sets requirements for a virtual power plant tariff to allow customers to enroll their storage and EV technology to support the grid.
